In 1989, as the Berlin Wall fell and the Soviet Union was dismantled, Soros’s approach to philanthropy changed dramatically. With his Quantum Fund now under the stewardship of Stanley Druckenmiller, Soros established 16 foundations in formerly communist countries between 1990 and 1992, seeing them as a way to help establish societies with free markets, free speech, the rule of law, and democratic governments. These years were also marked by the beginning of a new activism and visibility on Soros’s part. While he preferred to play a low-key, behind-the-scenes role during the early years of his philanthropy, after 1989, he wanted his voice to be heard. “He thought he would be a market leader...as he had been so many times in the financial markets. The West would follow him...Soros could in some instances perhaps help decide who would be powerful—and he could shape these emerging societies not from the bottom but from the top.”
